Messages available - user settings restriction
You are using a connection message and have enabled the feature "Only send a message if the chat with the contact is empty"
In this case, the chat must be completely empty. Otherwise, no opener will be sent.
Disable this feature, and an opener will be sent if the contact has not replied or if there is only one message from you in the chat.
